the Quadros under the mercury graphics engine generally fair better and can cut down the noise and work well with the sharpen tools and such and increase color accuracy. https://www.pugetsystems.com/labs/articles/Photoshop-CC-2017-NVIDIA-Quadro-GPU-Performance-900/

I agree with you but the budget wasn't really there was like a 200 buck budget from her I funded this a tad bit to get her better specs but I couldn't spare much so i made do. I stated above in the discription that I plan to throw in a Quadro and a SSD in the future probably around august.

The GPU ships with higher than base clock speeds for not much more. good for someone like OP whole wouldn't most likely OC it.

Cases fans are easy addon.

The PSU still has a 5-year warranty. but generally a strong unit.

he didn't state he needed an Os.

yes, storage is nice but without asking for it not necessary to through 5.5th in it.

Mobo isn't bad just featureless there better for just a couple bucks more.

cases are useless to argue about there more asethic then anything

didn't notice the board was out of stock that's my bad. my recommendation on an in-stock or coming to stock board https://pcpartpicker.com/product/XQgzK8/asus-rog-strix-b450-f-gaming-atx-am4-motherboard-strix-b450-f-gaming

the Mugen rev 5 is a nice touch I know its op.

h510 is an aesthetic case with okay airflow. easily changeable

the PSU is actually a well-rated one being 80+ Gold and fully modular under 100 bucks right now https://tech4gamers.com/cooler-master-mwe-gold-650w-fully-modular-psu-overview/ https://gnd-tech.com/2018/11/cooler-master-mwe-gold-750-power-supply-review/ It also has a 5 year warranty

why so much storage he didn't state he needed extra.

also, the case choice is quite poor in terms of build quality.

Ram speed is a little slow for Ryzen

the Mobo you choose is quite featureless for this budget

and you could have squeezed in a 2060super

I have two case options

First, if you want seriously quite and great airflow this is the go https://pcpartpicker.com/product/3rxbt6/cooler-master-silencio-s600-atx-mid-tower-case-mcs-s600-kg5n-s00

Second, is to just go with the Fractal define 7 great case your choice in the end there.

Now Fans,

non-led https://pcpartpicker.com/product/Kpprxr/arctic-f12-pwm-pst-530-cfm-120mm-fan-afaco-120p0-gba01

LED https://pcpartpicker.com/product/jTCrxr/thermaltake-case-fan-clf042pl12swb

note the LED ones are slightly louder

The 2060super or 5700xt they both fit your budget. the 2060s is a more balanced all-rounder card while the 5700xt is more of Gaming Performance card but still has a decent hand in encoding and such just what you preference

yes, there expensive now but in the future, they will once drop again. and when the builder feels its time to upgrade he can save an extra 60-100 bucks and get a slightly strong PSU but for now, this fits the budget.

the SSD IS BUDGET

The MSI Mech 5700xt OC ships higher clock speeds then the reference 5700xt

Its still supported with a BIOS update...

Again Budget...

build 1 is not cheap board ssd is fast enough on a budget the mech has decent cooling and from a reputable company the psu is 200watts over the recommended.

Build 2: the prime line from ASUS is a great budget option this board was actually highly rated by bitwit 3200mhz kit isn't a big deal its 2 dollars more and leaves a path for a board upgrade m.2 isn't even that slow 1660ti doesn't run that hot in almost any task soo again isn't a big issue

I'm aware of SMR and PMR but SMR Has been a proven technique that works yes it's technically slower but not as slow as a 5400rpm. but the expense you pay for the 5400rpm you could get yourself a bigger/faster M.2 just a bouncing act

3600 is the newer and improved 2600 but they have there offset and uses i generally think the 3600 for 20 bucks more but a 10% performance gain is the better choice but they do run a tad hotter

one the higher scale budget list you should cut down the SSD to 500gb you could add a 5700XT which is a huge performance jump and still add in another 1tb of storage for like 9 extra bucks then you're current partlist.
