I agree with you but the budget wasn't really there was like a 200 buck budget from her I funded this a tad bit to get her better specs but I couldn't spare much so i made do. I stated above in the discription that I plan to throw in a Quadro and a SSD in the future probably around august.

The GPU ships with higher than base clock speeds for not much more. good for someone like OP whole wouldn't most likely OC it.
Cases fans are easy addon.
The PSU still has a 5-year warranty. but generally a strong unit.

yes, storage is nice but without asking for it not necessary to through 5.5th in it.
Mobo isn't bad just featureless there better for just a couple bucks more.
cases are useless to argue about there more asethic then anything

First, if you want seriously quite and great airflow this is the go
Second, is to just go with the Fractal define 7 great case your choice in the end there.
note the LED ones are slightly louder
look at my second list its been revised to be balance first one was for straight performance
The 2060super or 5700xt they both fit your budget. the 2060s is a more balanced all-rounder card while the 5700xt is more of Gaming Performance card but still has a decent hand in encoding and such just what you preference
yes, there expensive now but in the future, they will once drop again. and when the builder feels its time to upgrade he can save an extra 60-100 bucks and get a slightly strong PSU but for now, this fits the budget.
the SSD IS BUDGET
The MSI Mech 5700xt OC ships higher clock speeds then the reference 5700xt
Its still supported with a BIOS update...
build 1 is not cheap board
ssd is fast enough on a budget
the mech has decent cooling and from a reputable company
the psu is 200watts over the recommended.
the prime line from ASUS is a great budget option this board was actually highly rated by bitwit
3200mhz kit isn't a big deal its 2 dollars more and leaves a path for a board upgrade
m.2 isn't even that slow
1660ti doesn't run that hot in almost any task soo again isn't a big issue
power supply is a easy unexpensive upgrade
the KO is a to limited for a valid option the 5600xt would be a better fit
i3 9100f is a little stronger than the 2600. not the 3600 I didn't say it did the 3600 is the strongest of the 3
I'm aware of SMR and PMR but SMR Has been a proven technique that works yes it's technically slower but not as slow as a 5400rpm. but the expense you pay for the 5400rpm you could get yourself a bigger/faster M.2 just a bouncing act
3600 is the newer and improved 2600 but they have there offset and uses i generally think the 3600 for 20 bucks more but a 10% performance gain is the better choice but they do run a tad hotter
5400rpm 2tb drive thats a eek but other then that nice list

one the higher scale budget list you should cut down the SSD to 500gb you could add a 5700XT which is a huge performance jump and still add in another 1tb of storage for like 9 extra bucks then you're current partlist.

I made a top of budget preferred PC list for you this would do everything you wanted no issues and be able to game and stream at 60fps 1080p as i do it with a weaker GPU.
A cheaper option that'll make the cut but would struggle to game and stream at the same time just locking you to the Elegato
