the 2600k oc'd is about as powerful in single threaded compute as a ryzen 2700 stock, so a 2700k oc'd should be perfectly fine for a 2070, personally unsure about the 2080 but I'm sure it works fine either way

the 2060 won't see any falloff with the 9600k, you will see poorer multicore power with the 9600k but it doesn't matter unless you will be doing anything other than gaming and web browsing

ok, #1. there is no rtx 2070ti.
next, #2. he is using the 9700k.
next, #3. a 2060 will not bottleneck a high end cpu, that is impossible, and cpus act as a sort of catalyst for the gpu to work off of, as in the gpu will be maxed out far before any situation where the cpu will be, same
as a 2080ti.
lastly, #4. downgrading is a stupid suggestion
