Cores do not always equal performance, It's more about the single threaded performance that games care about, once the 2600k is overclocked, the single threaded performance is almost equivalent, not to say that in games WHERE the extra cores can be utilized that the ryzen won't perform better, but in games that only utilize a low amount of cores (which is the majority of modern games), they perform near each other. Now, on the fact of the 8600k, it will bottleneck the 2080ti, but so will an 8700k, 9600k, 9700k, 3600, 3700x, 3900x, 9900k, or anything else you could think of will bottleneck it to some extent, but it won't bottleneck it badly, and it'll still perform well.
no, It's a prefectly fine combo, it's not like he paired it with a 2600k, and even then, an overclocked 2600k can perform like a ryzen 7 2700.

Just remember that If you have terrible temps on the gpu core, you should replace the thermal paste. Amd puts on some crappy graphite pads instead of actual paste for some reason. +1 build

performance wise probably not, evga has the best warranties, out of all the brands, but unless you plan on breaking your card in two pieces I'd say any brand will do, but some have far better customer service than others
basic gigabyte cards are flimsier than the aorus counterparts, so I'd recommend an aorus card if you're set on gigabyte as your gpu manufacturer.

1080ti is far better price/performance vs the 2080ti, and 4k monitors aren't nearly worth it compared to 1440p 144hz as most 4k monitors cost well into the 1000$ mark if you want 144hz on them, and barely anything can run at 4k 144hz.
