    For $9 this Cooler gets the job done on a 4590S keeping the CPU cool at 41C at idle with it being set to normal speed in bios. It's also pretty quiet. There are coolers that I'm sure can keep the Idle temps down to 35C but it's $9 so it's current performance is acceptable and not outside normal operating temps.
