My close friend wants to build a powerful gaming pc for under $500, but does not need storage. What do you suggest?

Define "powerful", and does the price include an operating system? Windows by itself is $100. You can put together a workable setup for about $600 including OS, it will run fairly decently at 1080p (and for the easier games, will do very well).

Beyond that, I suggest a budget increase, or expectations decrease.

By powerful, I mean at least 75 FPS on most games at medium to high settings

Is OS needed?
