That build will consume less than 400 watts.

So even a 550 Watt PSU would work.

For a 650 Watt unit, i would recommend the below unit.

And it costs less.

I plan on adding additional hardware to it later on. Extra hard drives, maybe a capture card, or a WiFi card. I also may upgrade to the 3900x in the future. Do you think the extra head room would be enough or would I have to get a 750?

If you don't feel comfortable with an 650 Watt PSU, then just get a 750 Watt one.

There is nothing wrong with that. You may pay a bit more, but the price difference shouldn't be much really.
