Built, for my needs; and what may come down the road.
Intel Core i5-6600K 3.5GHz Quad-Core Processor: Ah the brain of ones machine, and this one it dances between mid range; and high end meeting my needs in photo editing, and novice 2D game design.
Noctua NH-L9i CPU Cooler: This will provided a very quite; and stable cpu. "Zalman CNPS8900 Quiet CPU Cooler not available<--->Corsair H60 74.4 CFM Liquid CPU Cooler did not fit the tight build.*"
Arctic Silver 5 High-Density Polysynthetic Silver 3.5g Thermal Paste: Best around in my books with the longest life, and even distribution with thermals.
MSI B150I GAMING PRO AC Mini ITX LGA1151 Motherboard: Never cheap out on components a motherboard is the frame one builds around, and with Military Class 4 it brings stability including humidity protection, and on-board surge protection the list does go on, but a key point is never pick a board due to its name read the specifications. [Note this board is not, for over clocking I choose that so as to extend its life, and raid well not needing that either, for it intended use.]
G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2400 Memory: Well these were the best priced low-profile ram set I could get that meet my needs.
A-Data Premier SP550 480GB 2.5" Solid State Drive: No moving parts, and with more than enough room, and will fit the case like a glove.
GIGABYTE GTX 690 Video Card: A salvaged part that more than supersedes my needs, but to sell this I would not even get close to what it offers.
Antec ISK600 Mini ITX Tower Case: Perfect format to fit the small space I have available including room, for the vanishing disc reader in low profile.
EVGA SuperNOVA GS 550W 80+ Gold Certified Fully-Modular ATX Power Supply: The MB may be the body well the PSU is the Heart, so I needed a combo effect with thermal stability; and energy efficient PSU supply; an it is well priced as full modular PSUs go. [Note I required a full modular to properly meet case design layout allowing, for full cable management on all parts.]
Dell P2314H 60Hz 23.0" Monitor: Last salvaged item, and it works as intended, so until it dies this will do me just fine.
Upgraded to windows 10 due to windows 7 hardware support limitations, yet this machine will meet my needs, for a long time to come.
To everyone who read this thanks, for taking the time.

Intel Core i5-6600K 3.5GHz Quad-Core Processor: Thanks to motherboard I am running at 3.68GHZ, and boy does it run cool. This CPU continues to surprise me, so I will update in after a few month of use.
Wow this has to be the quietest Thermal cooler in such a low profile. I Do enjoy it when a manufactures claims are on the nose. Only time will tell if it maintains the integrity of what I am currently not hearing. Will update in a few months maybe six if unchanged.
Thermal paste well it works not much else to say.
This board is just, so darn simple to configure with a clean bios gui, an the options oh my they go above, and beyond. A side from lacking raid capability this board is a dream to work with.
A little caveat is they have within bios the option to enable windows 7 compatibility mode, for installation. Now you do not have the full function of the board due its primary os of support Windows 10.
Very nice, for those of use still upgrading.
Well they fit the format, and worked from the get go.
Sturdy, and a lovely finish also fits my GTX 690 like a glove. 'Modal PSU mandatory unless using onboard graphics.
The options the study stable, and whisper quite PSU that has eco mood I mean it is great, an it works amazingly in a tiny mini-itx build.
The screen does what I need swivel tilt, or even plug up to 5 additional devices into it with a pc connection. Sadly it supports older formats, so hdmi is not support unless you have a hdmi to dvi adapter.
Great keyboard though still getting use to the key locations.
The mouse is finicky with any sort of fiber, or dust particle, but that could be a setting; or driver related issues I'll update in moth or to if I sort it out.
